Could you delete all low monsters? No one need it and for that is hard to get normal monsters

 But prey system is all about gamble its better to got chance for shits and worthy stuff would be to easy to get exp with to easy prey bonus imagine that couple years ago players don't got preys

 Mostly it's created IMO something like money spender, in the new age tibia it's really easy to earn money anywhere, so they had to bring something like this.
Ergo you earn high cash you need to have some outflow of them too.

The Word you are looking for is "gold sink", which is exactly what preysystem was made for. And as such, should remain. 10kk takes NO time for a team to earn, so not really an issue after lowlevels
