 When i try enter it says i need to step on all tiles or someone is in there but i tried many times and cant get in

First speak with the npc and get the axe and then walk an all tiles around the tree to be sure.

 Walk around the walls as close as u can. Get inside, go to Odrak and ask him to enchant ur axe, get back there, chop it down, get kicked off it, talk with Odrak again, pick reward
