I have found bot users at on spot. I have been able to block them without any consequences. I have 153 level and I blocked path of one 350 level knight for 10 minutes he just stand in one place until I moved. I have been able to do that few times on 1 character. I also attack him for 10 minutes to kill him but I could not take his HP under 80% and he did not even fight back. One of them is Kadior 373 knight, another one is Zielony Ogorek 240 royal paladin.
